Advocate
award
seeks
nominees

Nominations are now being accented
for the 1998 USC Award for
Outstanding Freshman Advocate.
Nominees may be any member
of the USC Columbia Community
who is an outstanding advocate for
first year students. Nominations
can come from students, faculty and
staff. Students do not have to be a
freshman to nominate an outstanding
freshman advocate.
Past winners include Jim Burns,
director of the Provisional Year Program;
Clifton Chestnut, student
leader; Douglas Williams, professor;
Julye Johns, student leader;
Denise Wellman, director of the Visitor
Center; Kenneth Peters, professor;
and Maiy Ellen Oleary, senior
instructor.
After the nominations are received,
a committee of around six
students goes through all of them.
They narrow the list down to about
10 to 15 nominees and then begin
interviewing each of those nominees

"We look at what the nominator
had to say. That's the biggest factor."
said Laura McFarland, committee
member.
"Then we take the actual interview
into consideration before
choosing the winners."
Each year three winners are chosen.
Last year's top winner won
$1,000, and the other two winners
received $250 each. The top ten nominees
also received plaques.
Everyone is encouraged to nominate
someone at USC who has
made an important difference in
your academic, professional and/or
personal life.
The nominator may have been
impressed with someone's teaching,
advising program innovation, academic
support, residence life support,
or just the nominee's personadity
when dealing with freshmen.

Following a second reading and
an intense period of debate, a bill proposed
by the Senate Finance Committee
that would allow USC students who
object to certain campus clubs and organizations
to seek a pro rata refund
was passed on Wednesday by an 18 to
15 Senate majority vote.
The bill's small margin of victory
can be attributed to fears that Senate
consideration of the Finance Comipittee's
proposal was premature. Indeed,
legal council has not yet scrutinized the
bill, which is a mandatory condition before
the bill can be enacted. Senator
Sharpe suggested that, before they approach
the Senate and call for a vote,
Finance Committee members should
first allow their proposal to undergo the
required review process.

The Constitution offers no further
definitions but the cases have been
brought against federal judges for criminal
conduct. The rarely used procedure
is lengthy and complex, reflecting 18th

The debate format allotted 20 min
utes for the debaters to give their positions
and then a five minute rebuttal.
The moderator of the debate, Professor
Howard Stravitz of the USC Law School,
said he believes the practice of trying
lawsuits has been a very controversial
subject.
"Mr. Levy and Mr. Richardson are
representative of the paradox of two conflicting
opinions that both are attempting
to justify," Stravitz said.
The biggest issue concerning both
Levy and Richardson is the debate over
the Global Tobacco Company settlement
and whether it should be adopted as the
national settlement by Congress.
"Tobacco companies want to live,"
Richardson said.
"What the citizens of the United
States don't realize is that it costs the
U.S. government $3.90 in loss for

Sharpe asked.
Senator Mobley shared similar sentiments,
and he also expressed concern
for the USC graduate program under
the new bill's provisions. He cautioned
the Finance Committee to act responsibly
in considering a bill that would
establish a precedent, and he issued a
challenge to the Senate.

of Minnesota student group
recently voted to change its name
to the Queer Student Cultural Center.
Formerly known as the Association
of Gay, Lesbian, Bisexual
and Transgender Students and
Their Friends, the group decided
to change the title it's held since
1991.
Ana Clerc, the group's co-chairwoman.
said the reason for the
change is to advertise the group as
a cultural organization, whereas
the previous title indicated the association
was more of a support
group.
"We are just as valid a culture
as ethnic or religious groups," Clerc
said.
She said that the name change
is symbolic of movement toward a
stronger position and presence in
the student community. She also
said the new title is more inclusive
of people who might not fall into a
specific category of sexual orientation.
