If the licensing money is excluded, this will open the way for legislation to outlaw the industry all together. Banning the industry is favored by 61% of the legislators, but only by 41% of the general public. A major reason for banning the industry is the conception that this is a gateway for organized crime and for those looking to suck money from the poor people. Please. Banning the industry will cause more headache than anything else. If the industry was banned, the state would have to do without licensing fees and refund existing fees, which would total over $100 million. That could be money used to help or rebuild schools, roads, and other ser vices that benefit those in need. And fiscal concerns are only a piece of a larger debate. The public may be fearful, and in their minds, not ready for human cloning. Cloning represents a change in perspective, and the public rarely embraces change warmly. Human cloning, however, will help find medical treatment for diseases which have no cure, such as Parkinson's disease. Another benefit will be furthered knowledge of human development.
