^ More than 150 students walked
away from the Horseshoe Thursday
with a bit more pride in themselves
and their university.
Omicran Delta Kappa sponsored
the annual University Awards Day
ceremony an the Horseshoe at 2 pan.

Several departments participated
in the event by bestowing honors
upon student achievers.
Among the most prestigious of
a honors is the Steven N. Swanger
Leadership Award. Darcie Shively,
former student body vice president,
won the award.
The Algernon Sydney Sullivan
Awards go to a male and female
student each year. Manisha Shroff
and Peter Siachos won these awards.
Shroff is the president of Mortar
Board and was this year's Student
Government elections commissioner.
% Siachos is a former student body
treasurer.
The Richard A. Rempel Award
is presented each year by Student
Government to a faculty member.
This year, Jamel Franklin presented
the award to Walter Jackson, director
of Multicultural Student Affairs.
The Mortar Board Honor Society's
Woman of the Year Award went to
? Marie-Louise Ramsdale.
Ramsdale is a USC graduate who

and then returned to Columbia to
start the CityYear program.
In addition, Jerry Odom honored
Summer Parrish as an Outstanding
Freshman Advocate Finalist.

So a woman's word is not good
enough? If she has been drinking,
apparently not.
This was the topic of a seminar
Thursday in Capstone featuring Jonathan
Gasser, deputy solicitor for Richland and
Kershaw Counties.
Criminal sexual conduct in the third
degree, often referred to as date rape or
acquaintance rape, refers to occasions
when one party uses force or coercion in

It also deals with engaging in sexual
relations with someone who is mentally
defected, mentally incapacitated or
physically helpless.
Alcohol is considered a substance
that limits one mentally or physically.
Just how much alcohol one can
consume before being rendered mentally
or physically helpless is debatable.

Senators approved members of the
1997-98 Executive Cabinet at Wednesdays
senate meeting.
Thirteen of the 27 positions were
approved by the student senators. The
cabinet members will be responsible for
assisting Student Government President
Jamel Franklin in achieving his platform
goals. During Wednesday's meeting,
nominees expressed their desire to be
on the cabinet.
"I don't think there's anything the
job entails that I am not capable of doing,"
said Tamacia Bing, who was approved ?

are not able to consent to sex," Gasser
said.
But according to Gasser, most of the
convicted offenders apparently do not
realize that.
"Normally, cases that get to the stage
where charges will be filed include girls
that have passed out," he said.
Many cases of nonconsensual sex are
not reported, though.
But when the cases are reported,
they will be substantiated.
Said Gasser, "After murder and child
molestation, [criminal sexual conduct]
is probably the next most scrutinized
charge."
This is to weed out the people who
falsely accuse others of this crime.
So males, the target audience of this
seminar, could rest a bit easier after the
conclusion of Thursday's seminar.
"I thought that sex in the '90s was
getting to a point where you would need
a signed form of consent and a witness
present to complete the act," said Thomas

That was one of the primary reasons
Ken Fax, an resident adviser for Capstone,
organized this event.
"I just wanted to help dispel the
rumors and to provide students with the
truth about the law. I wanted to educate
them on what the law really is," Fax said.
As for the event's advertising, which
was considered controversial by some,
Fax said that "[he] was not vktimhlaming.

Though the lecture was targeted at
men, Gasser contended that the law was
universal.
The statement that a girl's word is
as good as gold is far from the truth.
Just because the woman has been
drinking does not mean she cannot
consent," he said.
Nevertheless, as Gasser explained,
"all parties need to be responsible for
their conduct."
