Because of this, Franklin said it did
not occur to him to remove Baxter from
her position as finance committee chair
since he felt there would not even be an
appearance of conflict.
"Unless there was a very specific
situation?such as this?I would not
have removed her," Franklin said. "And
she did, of course, make the appropriate
decision. Other than that, there has been
no appearance of conflict in my opinion,
whatsoever."
Finance committee vice chairman
Kenneth Baxter, who assumed the
position of chair during the hearings for
AAAS, said Baxter's position does not
necessarily indicate a conflict of interest.

AAAS hearings
"Being a part of the finance committee
does not specify that you cannot be a
part of any other organizations," Kenneth
Baxter said. "Being a part of an
organization does not mean they're going
to get any more money than anybody
else."
According to Kenneth Baxter, there
are four voting members on the finance
committee and the chairman does not
vote. To Baxter, this ensures the effects
of a conflict of interest will at least not
be felt.
"Since there are five people on our
committee, there is no way in the world
a conflict of interest for one person could
determine what's going to happen,"
Kenneth Baxter said.
