The Unfunded Mandate Act, said
House Budget Chairman Pete Domeniri
of New Mexico, "is clamored for by governors,
mayors and everybody that understands
whafs happened to the U.S.
government taking over responsibilities
from the states and mandating what
they ought to do... and then not paying
for it."
Republican Gov. George Allen, in his
State of the Commonwealth address to
Virginians last Wednesday, said, "For
the first time in our lifetimes, there is
not only the possibility, but the promise,
that pestering federal interference and
federal mandates on state and local governments
will be pared back and, in some
cases, eliminated altogether."
The Motor Voter Registration Act,
passed over strong Republican opposition
in 1993, requires states to allow voter
registration at motor vehicle, welfare,

rolls and turnout, and said he was opposed
to "the federal government determining

then saying, "Oh, by the way, you've got

to pay for the costs of setting up registration
facilities at various sites such
as welfare and unemployment offices.
McConnell would repeal the law outright.

of the Republican leadership, they

Debate on the Unfunded Mandate
Act will resume in the Senate this week
and will get under way in the House.
The bills under consideration would not
repeal laws already on the books, such
as the Motor Voter Registration Act. Instead,
the government, for the most part,
would finance ruture programs imposed
on states and localities that cost more
than $50 million.
The legislation, which has \fide bipartisan
support, could alter environmental,
health, safety and other social
welfare legislation affecting states and
localities as well as the private sector.
