WASHINGTON (AP) ? In an early
glimpse of the agenda in next year's Republican-controlled
Congress, GOP lawmakers
introduced a bill Tuesday to
3lash income tax rates by as much as
90 nerppnt
The measure, which will be reintroduced
when Republicans take control
of the House next January for the first
time in 40 years, was cosponsored by
Rep. Newt Gingrich, R-Ga., the incoming
speaker; Rep. Richard Armey of
Texas, who will be majority leader; and
Rep. Dick Zimmer, R-N.J.
Tax rates in the United States are
too high," said Rep. Jim Saxton, R-N.J.,
another sponsor. "I want to start the
ball rolling to restore some sense of reason
to our tax laws."

BRUSSELS, Belgium (AP)?Although
poverty appe'ars to be fueling violence
in the Gaza Strip, the World Bank's top
Middle East official told Yasser Arafat
on Tuesday that only a third of the international
aid pledged to Palestinians
is likely to reach them this year.
Of the $700 million promised by international
donors for 1994, only about
$240 million at most was likely to be delivered
on schedule, said World Bank
Vice-President Caio Koch-Weseer.
Arafat was attending a two-day conference
in Brussels to appeal to donors
to make good on aid pledges so he can
relieve the economic hardship that is
threatening his six-month-old administration.
Dashed hopes for economic recovery
since Arafat signed the peace treaty with
Israel last year have helped radical Islamic
groups gain backers for campaigns
of violence in the Palestinian territories
and in Israel.
The donors ? which included the
United States, Japan and the European
Union ? urged Israel to help by easing
restrictions on Palestinian workers and
goods crossing its border.
"Measures allowing more Palestinian
workers in Israel... will greatly contribute
to alleviate the political tensions

The bill would reduce the lowest tax
rate from 15 percent to 12 percent and
the highest bracket from 39.6 percent
to 33 percent. The 28 percent rate would
fall to 22 percent; the 31 percent rate to
25 percent; and the 36 percent rate to
33 percent.
Saxton said his bill combined with
other GOP promises ? such as reduced
capital-gains taxes and expanded Indi
vidual Retirement Accounts ? would
generate enough economic activity to
offset any revenue losses.
Opponents of tax cuts say similar
reductions during the 1980s drove up
the federal deficit and national debt.

omised aid
and the need of international economic
assistance," said Foreign Minister Frank
Vandenbroucke of Belgium, who opened
the conference.
World Bank officials estimate 20,000
Palestinians cross the border daily to
work in Israel compared to 70,000 last
year. Israel has tightened border restrictions
in response to attacks against
its citizens.
Unemployment among Gaza's 800,000
population stands at 50 percent. The
United Nations estimates economic activity
has shrunk by more than 25 percent
in the past year.
So far this year, international aid to
Arafafs administration has totaled $140
million.
Koch-Weseer said part of the lag in
supplying the aid is due to delays in the

home rule not to start until May.
But he added donor nations "have
not been as flexible as they might be,"
wanting to sponsor prestige projects,
rather than concentrating on day-to-day
needs.
Some donors also want more guarantees
from Arafat that the money will
not go astray once it reaches the Palestinian
territories.
