affect the interest rate when the state
borrows money. Patterson, a lawyer,

ordered redistricting that made several
mixed districts more Republican.
They promised voters to act on welfare
reform and term limits if they became
the majority. The GOP had to gain 11
seats to do that. House Majority Leader
Tim Rogers held onto his District 72
seat in Columbia, while longtime state
Rep. Irene Rudnick lost her
seat in District 81 in Aiken. State Rep.
Billy Keyserling, who converted from
Democrat to independent after his district
was redrawn, won his race against
Republican Edie Rodgers in District
1 124 in Beaufort.
Referendum*
A campaign from video poker operators
won them strong support, with
only a smattering of counties voting to
1 ban cash payouts on the popular gam5
bling machines. Voters in each county
got to decide whether the cash payouts
i would remain legal. Game supporters
J spent more than $1.3 million on television,
radio and newspaper ads. Though
3 they never mentioned gambling or poki
er, they argued that the games produce
1 hundreds of millions of dollars in tax*
es and support 20,000 jobs. Loosely
knit opponents usea Dumper suckers
and church sermons to get their mes3
sage across. Voters statewide also de'
cided whether the state Legislature
" could pass laws to allow local munici1
palities to grant tax breaks to business
*" as an economic incentives and whethei
e the it could require training for coun
y ty coroners, who now have no requirements.
