In deciding to create the first ,
international war crimes tribunals
since World War II, the council
deepened U.N. involvement in 1
protecting human rights. The j

the Cold War view of some '

The United Nations' new (
human rights focus can also be
seen in the use of U.N. peacekeeping
troops to ensure delivery
of food and medicine in Bosnia- 5

emergency mission to aid the
starving in Somalia.

BMW in no rush
to accept annexation
SPARTANBURG ? BMW is in
no hurry to respond to an offer
by Greer officials to annex the
German automaker's new plant
site into that city.
BMW spokesman Carl Flesher
said, "It could be two years from
now; it could be 10 years. It is
nor n nrinritv "
But, he acknowledged, "We
owe Greer a 'yes' or a 'no.'"
Greer Mayor Don Wall said
the city could provide the 900acre
site with better services,
such as police and fire protection.
"We feel there are certain
advantages that we have to
offer," Wall said.
Greer's municipal utility will
not be selling BMW electricity,
however. The company will buy
its power from Duke Power Co.,
Flesher said.
But David Dennis,
Spartanburg County Council
chairman, said the county could
give BMW more services, too,
