* Parking pre By SEAN MCGUINNESS Staff Writer The overall problem of limited campus parking spaces continues while IJSC increases parking fines for handicap violations. The fine for a non-handicapped person parking in a handicapped parking space has been increased to $100, Bill Baker, director of Parking and Vehicle Registration ' Services Services said. The handicap parking signs listing the old fines will be replaced in the next three to four weeks, he said. "We have a parking problem being in a downtown eity with limited parking areas...this causes some students to park in the handicapped spaces," Baker said. Baker said, however, 60 percent of all parking tickets involve meter violations. "We are constantly trying to | improve the Shuttlecock routes and provide additional spaces," he said. The addition of the Henderson Street Garage and the Carolina Plaza parking lot have added 1,200 spaces to the university. But some students said they Studentsfac on Baird's ear k By C.E. HOLMAN Staff Writer Attorney General nominee Zoe Baird's withdrawal Friday has sparked reactions from USC faculty and students. During this past week's Senate Judiciary Committee hearing, Baird delended herselt against criticism for hiring two illegal aliens, but mounting opposition | and intense public pressure forced Baird to submit her withdrawal to President Clinton early Friday morning. Garry Malphrus, a third-year law student and SGA Attorney General, said the charges against Baird were "very surprising and inappropriate, especially considering that she was familiar with the law." Malphrus criticized the committee members for their reaction. "It seemed they didn't V oppose her nomination until they started receiving the telephone calls and telegrams," he said. Malphrus praised Baird for withdrawing. "It (the Attorney General post) would be a tainted position because she would be in charge of the INS (Immigration and Naturalization Service), the very service whose law she broke," he said. "I've also heard that she was forced out because she wasn't | liberal enough for the Cabinet," Malphrus said. "She was in favor /\f tho trvrt rAfnrmc tHot U1 lllOIljr W1 U1V/ ivn IVIWUHO uncii were supported by the BushQuayle ticket." Elizabeth Patterson, a USC law professor, said, "I feel it * 4 ** <. "Between the hours of 9 a. and 6 p.m. it's almost impossible get a space near any buildi where die classes are held," K;i Smith, Latin and classical stud major, said. Smith said she spends more th $5 a day feeding parking meters. Art major Dan Piotrowski, li manv students, said he has to set campus before 8 a.m. just to ge parking space. "It's too far away to walk frt the Coliseum (parking lot) Gambrell Hall in just 15 minutes get to a class," he said. Piotrowski and Smith said I university needs to create mc spaces closer to classes. USC students are not the 01 ones plagued by ptuking problem "I know some faculty and st members who are forced to p; far away from their classes," s; graduate student Phillip Jones, w teaches 400-level classes in I English department. "Not all faculty get clc cnncpc " Tnnpc caift ulty commeni ly withdrawal would have been very difficul for her to head the Justict Department. "This situation demonstrate how the Constitutional proces works," he said. "When die pres ident takes a hasty action o overlooks the constitutiona scheme, it allows die legislativ branch to have a sober secon look at his actions. The proces also allows the public to voic their opinion, which they certain ly did." As Clinton begins anothe search for a new attorney generc nominee, questions surroundin how thorough die search will b and how soon he will have a ne\ choice continue to plague th president. Smalls stressed Clinton shoul continue diversity within th Cabinet. Malphrus said Clinton shoul find the most qualified persot regardless of color or gender. Patterson said, "Clinton shoul look for the person who is mo: qualified. I was pleased to se him choose a woman and woul be pleased to see him choos another woman, but l don't lei the search should be limited to woman." J * , ^ L '* 4 *\ r'\ . ~P^M^ * K A0&' ** ' A?
