CLEMSON ? Clemson's basketball
program is being investigated
by the NCAA for possible
rules violations related to the certification
of player Wayne Buckingham,
the university said Tuesday.
The NCAA has charged Clemson
with lack of institutional control
in the certification process, al
leging university orncials tailed to
verify high school records, check
anonymous tips or university tests
that indicated Buckingham did not
meet NCAA certification
requirements.
The case is considered serious
under NCAA guidelines, according
to a letter from David Berst,
NCAA assistant executive director
for enforcement. But the repeat offender
clause, commonly called the
"death penalty," does not apply because
the alleged violations would
have occurred before Clemson's

"We are greatly concerned to be
the subject of another NCAA inquiry,
particularly one that relates
to procedures within the admissions
office," Clemson president
Max Lennon said. An internal review
in June 1991 indicated the
certification process was adequate,

"Based on what we now know,
there was no deliberate wrongdoing
in the admissions area to benefit
the athletic department," he
said.
Buckingham's case is "very unusual
and without precedent because
it involves multiple transcripts
from two different high
schools, some of which were apparently
fraudulent," Lennon said.
The primary issue with the
NCAA is whether Clemson properly
evaluated the student's records,
he said.

The NCAA and Clemson deter- I
mined in 1990 that Buckingham
should have been prohibited from ^
playing athletics in his freshman
year. Because he played as a freshman,
he sat out his sophomore
year to regain eligibility.
But that issue is now closed,
said Paul Aaron, director of institutional
compliance.
"The NCAA is looking into
whether or not Clemson knew
there was a problem, but certified
Wayne anyway," he said. "If so,
that would be a rules violation."

will give Clemson a head start on
responding, Aaron said.
Buckingham has said he will
cooperate with Clemson and the
NCAA in the investigation. He directed
all questions to his attorney.
