Palms to funding ai President issues mission statement By TIGE WATTS News Editor USC President John Palms said he and other college presidents will try to promote the need for higher education funding Tuesday and Wednesday at the Governor's Summit for Higher Education. Meanwhile, on campus, Palms said the USC system is closer to forming a tighter union. "We hope we have very strong voices speaking out at the summit, especially in this pre-legislative time," Palms said. The summit begins Tuesday evening and will run through Wednesday. Topics to be discussed at the forum include imnrovine stu dent achievement, educational partnerships for higher education, economic development/quality of ] life and improving quality and i accountability. "The events of late have forcibly 1 conveyed onto the legislators and ' the state the need for higher education. Everywhere I go, the need is { just so evident," Palms said. "Now is the time to take this topic very seriously. We need to 1 look at the re-allocation of our resources to aid the most essential needs of this state," he said. In order to allocate more money to education, legislators will have to take away from other state agencies. State budget experts said revenue collections are down from last year and whatever new money , comes into the state will go to pay off debts from Hurricane Hugo. However, current reports indi- , cate the state will get more Hugo support from outside sources, freeing up more money for higher education support I "This is a very essential need for our state, if not the most essential. This state needs fine leaders and higher education is important," Palms said. Meanwhile, Palms said USC may be closer to a more solid sys- < tern. Palms recently released a sys- ] tern mission statement that would promote p t summit 1 ^WB I H Palms make the USC system a more solid union. * When Palms released the state- ? ment, he asked for all input on the vision. Since then, Palms said he lias received support from all inter- f jsted parties. "We're looking at a clearer statement on the authority of the BvTI campuses. We also want to look qc into centralized services and if we jowr need them or not," he said. is ais Palms said his staff is looking into other areas, including graduate study program development and rhajr the board of trustees' sensitivity of ence branch concerns. m medi Critics have accused the board Pa^ei of trustees of being too involved (< <-)r with just the Columbia campus. "Stoi "They're also concerned about ^ere the charges of our centralized ser- mt0 1 vices," Palms said. Th USC-Columbia charges branch comf campus for services that system ness campuses really cannot do without a These charges have been disputed copy by regional campuses and campus own leaders the last few years. The 'The criticism we have received comP is very constructive criticism. I'm Th encouraged by it and I hope we comp put forward a more comprehensive ous i system statement" Palms said.
