"It looks like he's fatal," said

Missing girl found
protected by dogs
BOWIE, Md. ? A 3-year-old
girl who wandered away from
her home was fonnH safe after
spending the night in the woods
with the family's two dogs, who
provided warmth and
companionship.
Katherine George was located,
along with the dogs, Wednesday
about 1.5 miles from her home
near the Patuxent Wildlife
Refuge.
'The oldest dog ? Kaiser ?
that we found with her appeared
to be keeping her warm," said
volunteer searcher Tim Craig.
Kaiser, a German shepherd, is 14
years old, deaf and partially
blind, family members said.
"All she had on was a light
jacket," said Capt. Ron Siarnicki,
spokesman for Prince George's
County Fire Department. "The
fact that she was with the dogs,
and the dogs maybe huddled
with her, that's part of the reason
she's all right"
Overnight temperatures had

House passes ethics,
campaign finance bill
The state House of Representatives
Thursday approved a bill
that tackles the state's lax ethics
and campaign finance laws. The
bill was approved after two days
of attacks from those who
wanted to make it stronger.
The House gave unanimous
and routine final approval to the
measure this morning after voting
108-0 for the measure Wednesday
evening. The bill demands
more information from
lobbyists and lawmakers, and it
sets unprecedented limits on
campaign donations.
The House did approve one
seemingly peculiar amendment: a
requirement to conduct a random
drug test of 10 of the 124 House
members every year. The proposal
passed 92-10.

By The Associated Press
The South Carolina Law Enforcement D:

he reported all of his income.
Foundation President Gayle O. Aver>
said Wednesday he voluntarily instructed th
organizations's accountants to work wit
SLED agents in reviewing its records as fa
back as 1982.
SLED is investigating possible stat
income-tax evasion by Holderman while h
was at USC. The investigation is expected t
take at least two more weeks.
A very t said the foundation's accountant
will conduct a thorough review of its annu<
tax forms and all transactions "to see whz
was listed as an expense and what wasn't."
Questions have arisen about whether cas
advances Holderman received from th
foundation should have been classified a
personal income, or as expenses for trave
