By The Associated Press R,
CHARLESTON ? The state's employers gi

lecting settlements in the last two months totaling
more than a third of what was collected last ir

In the fiscal year ending June 30, the commission
won back $416,494 in disputed pay ct
stemming from job discrimination suits. But in cc
the last two months alone, the commission has tii
won $163,557 in settlements. th
Officials attribute the increase mainly to the fc
commission's rise in profile following several
racial complaints in the past year. di
"If the current trend continues, we will intake G

"You've got people now that are more willig

jmmissioner.
The racial breakdown for all discrimination
ises filed is 60 percent by blacks and 40 per;nt
by whites. A record number of discriminaon
allegations were filed in 1989-90. But of
le 855 cases, at least 497 (58 percent) were
>und to have no reasonable cause for action.
"Ninety-nine-point-nine percent of the age
iscrimination suits were from white males,"

Settlements of complaints can be awarded inpart
or in-full by a court, or can be negotiated
or declared no fault through the commission.
The caseload has increased so much that Clyburn
plans to lobby the General Assembly for
money to create satellite centers to allow complaints
to be registered via computer.
That would eliminate the need to drive to
Columbia, currently the state's main center, he
said.
The satellites would be set up in counties
with human relations councils, such as Charleston,
Myrtle Beach, Greenville, Florence and
Spartanburg.
Since its inception in 1972, the Human Affairs
Commission has been the state's referral
agency for discrimination cases. The federal
government provides some of the cost for investigating
complaints.
