Nearly $100,000 has been raised to establisl

the university.
The money, however, is only one-third of the
intended total for the chair university officials
hope to eventually raise to honor the late Unitec
Methodist minister, USC professor and state
senator.
A senator for Richland County, Newman
died in 1986 after serving only two years of his
term. He was forced to retire because of pooi
health.
Called "one of the great people contributing
to the success of bouth Carolina, by South
Carolina's Comptroller General Earle E. Morris
Jr., Newman was instrumental in leading South
Carolina's civil rights movement.

By The Associated Press
COLUMBIA ? Bar and restaurant owners
are lobbying for a bill that would prevent them
from being penalized for serving liquor to minors
carrying false identification and toughen
penalties for those who use fake IDs.
"I love that bill," said Duncan MacRae, coowner
of Yesterday's bar and restaurant. Minors
now can "waltz in here, use a fake I.D. and
I could lose my license while they walk away
with nothing but a $68 fine."
Bar owners say fake IDs often are difficult to
spot, and failing to identify one can be a costly
mistake. Last year, one Columbia bar lost its
liquor license and a second was fined $14,000
for serving alcohol to minors.

"He was tireless in his promotion of equal
justice under law, and he went about it in such
a way as to be admired and respected by both
sides," Morris said of Newman.
Augustus Rodgers, an associate professor in
USC's College of Social Work and a co-worker
of Newman's, said that the establishment of the
chair was important in keeping with the ideas of
the profession of social work.
"This chair will highlight Newman's vision
of justice and equality that is essential to the
accomplishment of our mission in social work,"
Rodgers said.
Members of the steering committee include
Rodgers, former S.C. governors Richard Riley
and Robert McNair, Columbia senator Isadore
Lourie, Bishop Joseph Bethea of S.C. United
Methodist Church and Rep. Sam Foster of Rock
Hill.
The chair will be the 100th for USC.

underage, said Emerson Coates, the commission's
deputy chief of enforcement.
The commission holds conferences to teach
bar owners how to spot fake I.D.s.
"We do not want to hold any place responsible
that is not knowingly violating the law," he
said. "But if they just blatantly accept an I.D.
that we've warned them about, they can be held
responsible."
Bar" owners also contend their hands are tied
when it comes to dealing with underage drinkers
because they are prohibited from confiscating
fake I.D.s. The state attorney general's office
has said bar employees have no authority to
keep I.D.s.
