Nixon meets with Deng in Bejiing
BEIJING (AP) ? Richard Nixon told Deng Xiaoping on Tuesday
some Chinese leaders had lost respect in the United States, and Deng
accused Washington of involvement in the democracy movement that
China's army crushed in June.
China's 85-year-old senior leader told the former president that
"China has not done one single thing harmful to the United States" in
the past decade, according to Xinhua, the official Chinese news
agency.

Devil's Night fires flame in Detroit
DETROIT (AP) ? Devil's Night fires flared across Detroit early
Tuesday despite the efforts of an estimated 30,000 patrolling volunteers
and hundreds of arrests under a curfew intended to stem the annual
Halloween orgy of arson.
At least five families were left homeless by fires. Overworked firefighters
took up to 20 minutes to respond to alarms. No injuries were
reported.
Police and firefighters refused to release a count of blazes blamed
on youths who take part in the city tradition of setting fires during the
three nights culmination in Halloween.

CHARLESTON (AP) ? Two Israeli officals toured Charleston
Monday with an eye toward how their nation, which is known for its
reforestation efforts, can help restore Charleston's hurricane-ravaged
parks and gardens.
Israel had offed its help in storm recovery to Mayor Joseph Riley,
Jr., who visited the nation in 1984 and where a grove of trees have
been planted in his name.

Increase Contir
sity charges about $300 a semester
for reserved spaces and Vanderbilt
University charges about $60 a
month.
"We did a comparison of our
rates with other universities in the
area and found that we were extremely
low," Baker said.
Even after the increase, USC's
new rates of $25 to $30 a month
will still be at or below other universities
in the state like MUSC in
Charleston, which charges $30 to
$50 a month.

aside for increased security.
The increase will affect at least
2,000 students who park in 93 percent
of the spaces in Blossom garage
and 76 percent of Pendelton
Street garage, and could cause
some strain.

"I think it's obvious that the majority
of students will have great
problems with this. First of all, we
were not notified until last week,"
Student Government President
Marie-Louise Ramsdale said.
"If we had an increment increase
over the past 11 years, this
would not seem so abrupt," Baker
said.
Ramsdale will meet with the administration
sometime next week
to see if there are additional ways
the money can be raised. Some
ideas she had are to charge faculty
and staff for parking decals they
now get free, phase in an increase
of $70 or $80 over the next few
semesters and increase the cost of
a regular student decal.
"I don't think all the alternatives
have been examined," Ramsdale
said.

fore concluding that the lack of
adequate random drug testing
made the program nonexistent.
That conclusion came despite
the fact that more than 1,500 tests
had been conducted since the program's
October 1985 inception, Richardson
said.
"That's the extent of it, ladies
and gentlemen," Richardson told

Ramsdale also favors setting up
a separate parking fund. All the
money now collected for parking
and the money collected from the
rate increase now goes to the general
fund of the university.
Baker said the money from the
increase should be budgeted back
to parking. Ramsdale said she has
been told there is no extra money,
money just goes where it is
needed.
Baker described some of the
costs for which the rate increase is
needed to cover, including building
shelters or guard booths for the
winter. He said it costs about
$400 per person to hire a new security
guard with two uniforms, and
the utilities alone for Blossom and
Pendelton streets garages are about
$150,000 a year. '
