that the governor's staff
works in much the same way, if on a
smaller scale.
One major difference Ayres noted
is that the governor's cabinet is
elected by the public, not appointed,
which sometimes creates problems
when cabinet members' own political
ambitions and values conflict with
the governor's policy objectives.

"As government gets more complex,
the simple proximity of people
around the executive gets more important,"
Ayres said. That proximity,
coupled with personal loyalty, is
necessary to maintain agenda control,
he said.
Moore added near the end of the
colloquium that Patterson's book,
published last year, was "long
overdue."
