A new National Collegiate Athletic Association manual
and a study of the student-athlete experience were among
147 proposals discussed at this past week's NCAA national
convention in San Francisco.
USC Athletic Director King Dixon said the convention,
the highest-attended ever, also voted on need-based financial
aid for student athletes.
Dixon said the new manual, which was unanimously
approved by the 783 voting delegates, spells out rules of
college athletics and is "more functional" than previous
rulebooks.
"It involves the do's and don't's of all college sports ?
not just football," Dixon said.
The convention was also presented with the results of
an extensive National Survey of Student Athletes, which
compared the life of the student athlete with that of other
students. Dixon said the study was aimed at legislation
making college more enjoyable for the athletes.
The study said student athletes spent an average of 30
hours a week on their sport during its season and missed
two classes per week because of their involvement in that
sport.
Dixon said the study also reported that student athletes
make lower grades than students active in other organizations
or clubs.
Dixon called this information "a flash to the obvious,"
since he considers it common knowledge. However, he

the disadvantages of being involved in college sports.
"Student athletes are deprived in the area of personal
development," he said. "Their leadership-development
potential is limited, as is the the opportunity for them to
meet other students."
Dixon said the study suggested ways to help this pro
blem and to make the college experience a more enjoyable
one for atheletes. The study was sent to committees in
order to be studied more closely, he said.
A proposal concerning need-based financial aid for student
atheletes was announced but withdrawn. Dixon said
the proposal was passed on to a cost-reduction committee
for further study.
Dixon said another proposal extending football seasons
to 12 games was accepted, but then voted* down on a second
ballot.
"The convention felt that the more popular schools
would have an unfair advantage in recruiting with an extra
game," he said.
According to Dixon, the controversial steroids issue
was not discussed at the convention.
"I didn't hear the word all week," he said.
However, Dixon did say a new ruling allowing NCAA
testing of atheletes for drug abuse at any time was approved.
He said the new ruling will not affect USC's policy on
drug testing, since he considers its present policy "on the
cutting edge of wellness programs."

1976, when Morrison hired him on
the staff at the University of
Tennessee-Chattanooga. Gregory remained
a member of the UT-C staff
until 1982, when he took a job at
Memphis State.
