State ethics commissioners won't discuss the complaint
against USC President James Holder man's
use of public funds to buy gifts for public officials
until action is taken next month.
The investigation is confidential under state ethics
law. The maximum penalty for violating the ethics
law is a $1,000 fine and a 90-day jail term.
Holdcrman said he gave gifts to high-ranking
public officials including the governor, speaker of
the House and more than 170 state legislators.

Holdcrman said Monday that people who raise
complaints against the USC's expenditures arc
"dissecting the university . . . and for what
purpose?"
"It is humiliating for the whole state that we are

came from his own money.
Discretionary funds come from concession sales
at athletic events, vending machine and game room
profits.
In November, USC's board of trustees voted to
withhold information on how Holderman spent |j
about Si.7 million of his discretionary funds since 1
1977. He spent about $364,000 this past year.
On Jan. 23, the board reversed its previous dcci- m
sion and agreed to release vouchers and spending
records. The records will be available for review by
the end of the week, said Debra Allen, news bureau
director of USC Information Services. ?
m
"I don't know of any university ? public or
private ? that has published its blueprint for ad- ?
vancement," Holderman said, emphasizing USC's |
achievements in the past three years.
"How can we maintain our momentum with this I

a while."
History senior Paul Perkins, who won the j
Freedom of Information lawsuit against USC
demanding the release of Jehan Sadat's salary and
expenses, denies claims he knew about the recent
ethics complaint.

The $60,000 allocated for the renovation of
the Golden Spur has been reallocated to student

Sharp said he thinks the senate will take
