USC tuition 11
despite more
By AMY DELPO

USC students face the possibility of a tuitition
raise despite legislative approval of a $5.3 million
increase in state funds, said USC President James
Holderman.
"This is going to be a very tight year for the
University of South Carolina," Holderman told the
Board of Trustees June 6th.
He said he would probably know the amount of
the increase in about three weeks. "We have to take
a very hard look at what is available and take it
from there," he said.
According to Rep. Fred Sheheen from the state
Commission on Higher Education, South Carolina
has some control over tuition increases. Starting
next year, students will be required to pay for 20
percent of their education but no more than 25 percent
of it. If institutions take more than that from
their students, the commission will subtract the dif

If Gov. Dick Riley docs not veto the 1986-87
budget, USC will get approximately $102 million
next year as compared to 99.3 million this year, said
Pete Denton, USC Senior Vice President for
Business and Finance.
He also said that a tuition increase is a possibility.
"We've got to find ways to get more money," he
said.
Denton said that all programs at USC will be
looked at and considered for spending cuts.
Although USC will get an increase in funds, it will
still not be receiving full formula funding from the
state. Sheheen defined full formula funding as the
money needed by each educational instil ution'based
on a formula calculated by the commission. The

computer engineering, engineering management
and manufacturing systems engineering.
The satellite network also provides non-credit
short courses and workshops designed for technical
professionals and engineers.
USC will not spend any money on the program
because of corporate participation. At a cost from
$50,(XX) to $250,000, companies ranging from IBM
to Motorola Inc. have been contracted to participate
in the program.
Humphries said the cost for the companies is
preferable to the alternative. "It would cost these
industries much more to give their key people
release time to travel to distant campuses for continuing
education courses," he said.

formula is the minimum approximation of what the
institutions will need, Sheheen said.
When calculating the formula, the commission
considers enrollment, salaries of professors,
overhead costs and money for research. It also considers
the comparative funding of educational institutions
in the Southeast.
The approved budget provides for 98.45 percent
of formula funding, which is the lowest percentage
in three years, Sheheen said.
"I think that anytime we don't get full formula
funding that it does hurt," Sheheen said. "We are
falling short of the Southeastern situation and
nationally."
"The institutions may have to tighten their belts
but there aren't a whole bunch of places to go for
money," Sheheen said.
He said that he hopes to gain full formula funding
in the future. "We would exoect to make un
the difference next year," he said.
USC had originally asked the state for Si08
million. "We felt that it was a justified increase,"
Denton said. He said he was disappointed with the
