and West Germany will visit USC in the
next five weeks.
Gabriel Manueco, ambassador of Spain to the
United States, will visit tomorrow and Wednesday to

The Spanish colonial city of Santa Elena, located
on the edge of the golf course at Harris Island Marine
Corps Training Depot, is believed to have been the
first Spanish settlement in the New World, predating
St. Augustine by several years.
The S.C. Institute of Archeology and Anthropology
at USC has been excavationg the site
since 1979 and has developed a comprehensive picture
of Spanish colonial living patterns in 16th century
settlements and forts.

CHARLESTON ? Gov. Dick Riley has unveiled
a five-point program for excellence in higher education,
saying it's time for the state's public colleges to
"be building quality instead of building quantity."
Riley called Friday for rigorous undergraduate
programs, more money for teaching salaries and endowments,
and better assessment of the quality of
the state's college graduates. But he said the programs
wouldn't cost any new state money.
Riley, speaking to about 300 people at a breakfast
marking the start of the College of Charleston's
J bicentennial celebration,said South Carolina's ettorts
to improve public education through the Education
Improvement Act will have a significant affect on
higher education across the state.
:s RILEY SAID the act will better prepare high
school students for college. And he said that, for the
first time this year, colleges are receiving full funding
d under a state formula to determine state aid to in5f
stitutions of higher learning.

Morocco, Switzerland, Syria and Cyprus. From
1960 to 1969 he was a member of the Spanish delegation
to the United Nations.
Sir Roy Denman, head, of the delegation of the
Commission ol" the European Communities to the
United States, will visit Thursday through Sunday.
Denman was a speaker at the seminar on international
economic and political issues held at USC" in
May 1983 before the Williamsburg economic summit
and also visited the campus in March 19K4 for
ceremonies marking the 10th anniversary of USC's
Master in International Business Studies program.

he said "full-formula funding with a stable enrollment
and careful management and decision-making

He also said the General Assembly should maintain
full-formula funding to insure stability in higher
education. "For our state to be truly successful
quality education must be maintained at all levels,"
Riley said.
