couldn't be spent until Reagan formally asked
for it this year and the House and Senate

Resolutions seeking release of the money
were to be introduced in the House and
Senate yesterday, and according to last year's

days, or by March 20.
The votes are likely to he scheduled for
March 19 or 20 "because the talks will have
started by then and it'll be pretty difficult to
vote against MX while the talks are ongoing,"
said one congressional source, whou
would discuss the strategy only on condition
of anonymity.
But opponents said they still think they
have the votes to defeat the weapon.
Kep. Charles Bennett, D-Fla.., said: "I
believe the MX will be defeated," while Rep.
Bill Green, D-N.Y., said he "has not seen
any sign of the erosion of strength" of amiMX
forces.
Bennett and Circen spoke at a news conference
sponsored by more than 90 private
groups opposing the weapon.

The conference, which began Feb. 5, is the
world's principal arms control negotiating
forum. It receives recommendations from
the L'.N. General Assembly and the U.N.
disarmament commission.
The East wants to start drafting a new
treaty, while the West wants more work on
verification to ensure compliance with a test
ban. Existing means of verification include
seismic measurements.
The eonfcrence dates back to 1952 and has
held a two-part session every year sinccthen.
