Democrats in the South Carolina House of
Representatives arc planning to pay as much
as $20,000 to project their image as lawmakers
responsible for making the state "as great as
it is," Majority Whip David Beasley has said.
"I don't think we have to turn the party
around, as much as make people aware of
what it is doing," Beasley said Monday.
He said Republicans always take credit for
a balanced budget and other accomplishments,
but "anything that is passed
by the House is supported only by
Republicans.
THE 124-MEMBER House has 27
Republicans.
The decision to hire a public relations company
was made last week at a closed-door
caucus of House Democrats.
"A lot of Democrats have been making
South Carolina a state favorable to business,"
he said. "We've been doing it as hard-working
legislators ? not as Democrats.
"At the national level, it appears as though
Democrats arc liberal and Republicans are for
a more effective government, but, in South
Carolina, we Democrats have made the state
as great as it is."
HE MAINTAINED that the pst general
elections showed misconccptions of the role
played by state Democrats can result in South
Carolinians pulling levers to vote for all GOP
candidates from president to the local level.

The House Democratic Caucus has sent out
letters to public relations companies across the
state, Beasley said. The letter says the caucus
will try to identify key issues on which a consensus
of Democratic support can be built and
pursue them in a coordinated manner.
Democrats are asking compaines to submit
proposals for meeting several goals for less
than $20,000. Thne retainer will come out of
fund-raising activities that may includc an
assessment from each lawmaker.
Assist in planning legislative and public information
outreach strategies.
Distribute news releases and develop an
ongoing relationship on behalf of the caucus
with newspaper and broadcast reporters.
Prepare materials that will highlight
Democratic achievemnents. The information
could be used in speeches by caucus members
and in other constituent contacts.

a news conference today their proposal to
close the Chem-Nuclear Systems Inc. low-level
nuclear waste plant in Barnwell County.
They arc submitting the measure to back up
Gov. Dick Riley and the South Carolina congressional
delegation, both of whom have said
they support closing the Ifacilty if Congress
does not ratify a plan by Southeastern states
to use it solely as a regional dump.
Despite Benson's memory. Congress did in
fact pass many Reagan student aid cuts in
1981. It tended to resist more cuts in subsequent
years.
