The House Democratic Caucus met behind closed doors todav
to discuss Strateov for natcino lf>oid!ltinn that u/nnlH limit
low-level nuclear waste storage in South Carolina, Rep. Alex
Harvin said.
The Democrats would not reveal the specifics of the proposals,
but Harvin, the majority leader, said they will reveal
I the plans in detail at a news conference Tuesday.
Rep. Alex Harvin earlier said the proposed legislation
! would give Gov. Riley "a club" to use in his effort to close the
Barnwell low-level waste disposal site or limit'the apiount of
waste it stores from out-of-state.
Waste Management Inc. now buries more than half of the
nation's low-level nuclear waste in its Barnwell County site,
operated by its Chem-Nuclear Systems Inc., a company owned
by Waste Management.

"It is presumptuous on the part of the caucus to talk about
putting a public company out of business in a closed
meeting," Archibald said.
"I really don't think that in America, any meeting of
legislators ought to be closed to the public except those concerning
national defense and foreign affairs, and both of those
are beyond the pale of this body," he said.
The Democratic Party has a 96-27 majority in the House,

-Rep. Francis Archibald j
After Democratic Caucus met
House chamber, Harvin said, "There shouldn't be."
But he added, "It would have been impossible to open the
I meeting to the public without opening it up to the
Republicans, and we needed to discuss out strategy and hammer
out differences between members of the caucus.
"We have been an unwieldy majority in the past, with a
membership ranging from ultra-conservatives to ultra-liberals,
but we feel the whole party can come together on this issue."
"We will announce a comprehensive answer to the problem
of low-level nuclear waste disposal in the state on Tuesday,"
Harvin said. ^
Harvin said the Democrats 'scussed the entire issue of
nuclear waste in South Carolina, from the beginning of its
disposal to the current status, along with other issues Riley
raised in his address to the Gc.eral Assembly earlier this
month.
