By David Hill.
USC-Columbia campus stands to
gain ah increase in state appropriations
of more than 10 percent over the current
fiscal year, based on the 1985-86

Higher Education recommended
yesterday to the state Budget and Control
Board.
E
The commissioners approved the
committee on business and finance's
* recommendation of $96,930,118. This
figure may change, because it is based
oh a projected enrollment for the current
semester, and the actual funding
will be based on actual enrollment,
, which is to be furnished by USC and
other public colleges and universities.

Ann Farmer
^ senator's complaint about new intramural fees set off
?ate that highlighted the semester's first Student Senate
sting.
4cBryde Quadrangle Sen. Ray Ricchi said his fraternity
uld have to pay $950 to participate in every intramural
nt this semester.
Ricchi said policies requiring organizations to pay an en

HE QUESTIONED the right of the intramural departnt
to charge the fee because the program receives funig
from student activities fees.
SG Treasurer Connor Baker, who chaired the finance
mmittee last year, said the department receives a portion
the fees amounting to a six-digit figure. The department
ist still generate a minimum $25,000 to pay its bills, he
id.
Baker said the number of intramural softball teams
>ne is greater than the number of professors at USC, and
anagers, trainers, officials and other personnel must be
id to regulate all sports.
The intramural budget was cut last year to provide more
oney to academic groups, which was a value judgment
' the finance committee, he said, and which was approved
r i.ie Senate when the allocations bill was passed last
ring.
BUT RICCKI said he was unsatisfied with the explanaan
and plans to pursue the subject.
"It's ridiculous; it hurts small organizations by nickel
id diming them to death," Ricchi said.
In other business, the Senate passed a resolution to form
committee to look into the possibility of purchasing a
ticrocomputer for the SG office*
Sen. Trip Philpott proposed the resolution on behalf on
le Powers and Responsibilities Committee and said the
microcomputer would help organize the student code as
ell as help SGA allocate its budget more effectively.
,THE RESOLUTION said the committee would have
iree members, and SG Vice President Oscar Prioleau said
e would appoint the committee in the next two weeks. The
