The reasons for the delay include Senate opposition and
the prospect of a short legislative session, Hendricks said
Friday.
But the Richland Democrat said he believes at least 60
percent of the state's voters support a repeal of the blue
laws, a number significant enough to push the Senate into
action.

ROCHESTER, N.Y. (AP) ? Ideas about parenting may
change as a result of research on the increasing use of daycare
centers for infants.
James Connell, a member of the University of Rochester
faculty, says he is exploring the idea that day care does not
affect an infant's development directly, but only through
its impact on the family.
"If the effect on the family is good, the child may
benefit," Connell says. "For example, day care may improve
the parents' satisfaction with their marriage and

baby. However, the effects of a good day-care experience
for the child may be wiped out if the parent is dissatisfied
with the center or is using day care for the wrong reasons."
U.S. merchant fleet declining
WASHINGTON (AP) ? The United States has slipped
to 11th place in the size of its privately-owned merchant
marine fleet and has less than a fourth as many ships as the
Soviet fleet, according to the Transportation Institute.
The institute, a non-profit maritime research and educational
organization, says the steady erosion of the U.S. flag
fleet jeopardizes the nation's national security. It says the
U.S. merchant marine had 574 Drivatelv-owned shins in
1982, the latest year for which figures are available, compared
to the Soviet Union's 2.449 merchant vessels.

Reagan, 39th president of the
United States, said his job is not finished

In a five-minute broadcast announcement,
Reagan confirmed he
will run for re-election and Vice President
George Bush will be his running

In announcing his intentions to rur

ATLANTA (AP) ? A black part>

Saturday to build a "new coalition" ol
blacks and moderates who supporl
free enterprise to help re-elect Presi

"I'm convinced in 1984 that thi:
new coalition we're going to forge i:
going to be built on politica
economics, and that's the only game ii
1984," said LaGree Daniels, who als<

Daniels and Ron McDuffie, blacl

Reagan also said he wanted to make
sure government served the people
rather people serve the government.
During his address, Reagan listed
1 some of the accomplishments of his
administration. These include cutting
inflation, strengthening the national
defense and helping America stand
tall, he said.
Although Reaean said the economv
has improved since he took office, the
72 year-old president did not mention
that a million more are unemployed

"We've got to tell our story in a
fashion that's going to appeal to the
average voter," McDuffie said.
"Instead of talking about inflation,
let's talk about the price of a loaf of
bread in 1979 and a loaf of bread
today."

j McDuffie said the Reagan ad1
ministration has been wrongly accused
5 of being insensitive to the poor, noting
that interest rates, inflation and
unemployment have all dropped since
Reagan took office in 1980.
c
i Reagan needs another four years to
^ complete his economic program, including
the implementation of minority

k The number of black voters in the
nation climbed from 10 million in 1980
to 11 million in 1982 and could jump
to 13 million this year, McDuffie said.

President Ronald Reaaan
To seek re election
ew coalition'
"Grass-roots" recruiting by
Republicans can increase the number
of blacks who vote Republican this
year, McDuffie said.
Daniels said Democratic candidate
Jesse Jackson "is doing the best thing
for the Republican Party that anyone
could have done." She said his cam- J>)
paign across the South last year to encourage
blacks to register and vote is
"awakening the consciousness" and
he is also raising criticisms of the
Democratic party, "things . . .that
we've been saying for years and they
wouldn't listen to us."
She said the key to creating jobs is to
encourage business development and
improve the nation's schools.
The reason blacks "are at the bottom
of the ladder for jobs" is that
many of them drop out of school, and ^
schools are not preparing students for
the job market, McDuffie said.
"How can you exist or manage in a
high-tech society if you can't read?"
he said.
