"Minnesota has been one of the areas
saying it is against it.
"We're not contesting the draft, but
we're contesting the requirement. I
believe it will have a subsequent delay
and harmful effect on the education
process.
"I don't believe it is the time or
place. I think it's an idea whose time
has not yet come."
