adopted a rule that would require
suspension of any member who was
indicted for a serious crime.
The rule would replace the current
rule under which House members
cannot be suspended from office until
they've been convicted of a state or
federal crime carrying at least a twoimoi*

Under the old rule, the suspension
remained in effect until the
legislator's appeal was completed. If
it failed, he was kicked out of office,
and if it succeeded, he was reinstated.
But under the new rule, proposed by
Reps. Robert Sheheen, D-Kershaw,
and David Hawkins, D-Spartanburg,
removal from office would follow the
first conviction, and the House would

The rule provides that a House
member indicted "for a crime that is
a felony, a crime that involves moral
