Holderman's $3.1 million budget cut
package Friday.
Included in the package, which will cut
$1.9 million from the Columbia campus
alone, is the phaseout of the associate
degree programs in nursing and office
administration.
The cuts, which will take effect in July if
approved by the board, are designed to trim
the budget deficit for next year from $13
million to $10 million.
Because most of the university budget
goes for salaries, the package includes
eliminating 87 faculty and staff positions.

in public schools, according to
university sources. Following the lead of
schools such as Purdue University, USC
plans to upgrade its Master's of Arts in
Teaching (MAT) program and eliminate the
undergraduate teaching programs.

This is in keeping with a current belief
that the best way to prepare primary- and
secondary-school teachers is to require
them to complete a baccalaureate degree
program in their field before entering a
teacher education program, the sources
say.
The move is expected to save about
$400,000 in 1983-84. USC will not renew the
contracts of 16 non-tenured faculty members
next year if the measure Dasses.
The associate degree nursing program is
being eliminated because funding for the
program was redirected to Midlands TEC
for its nursing program. As a result, USC
has decided to concentrate on its baccalaureate
and master's degree programs,

of 10 non-tenured faculty members in
the nursing school.
After speaking out strongly against the
Commission on Higher Education's October
proposal that two-year programs in the
College of Applied Professional Sciences be
phased out, USC officials have decided to
recommend phasing out one of the
programs themselves.
Sources say the college is shifting toward
a baccalaureate emphasis and the two-year

"prudently phased out" because the college
has a four-year office management
program.
The cut is expected to save about $200,000.
Five non-tenured faculty members' contracts

University of New Mexico's Joe Morrison,
the first choice of Athletic Director Bob
Marcum for USC's head football coaching
position, was named Sunday to that position.
Morrison, who guided the Lobos to a 10-1 (
record this season, replaces Richard Bell,
who was fired Wednesday night after (
compiling a 4-7 record in his first year as !
head coach. Morrison signed a five-vear
contract with USC for $60,000 a year.
"We made a commitment to our football t
team to hire a proven head coach," Marcum j
said. "Joe Morrison was a proven football *
player and is a proven head coach. While J
playing for the New York Giants, he served J
as captain for seven years, was most ^
valuable player for three years, while
playing several positions.
"The job that Joe Morrison accomplished
at the University of New Mexico this year is
recognized by football people all over the j
country as truly outstanding," Marcum
said. j

you look for in football," Marcum said.

Although Morrison was contacted by

choice because of Bob Marcum.
"I've known him the past couple of years,

When asked if there was any reason he

MORRISON SAID he plans to talk to his
assistants at New Mexico, as well as the
-emaining assistants at USC, before naming

Bell was fired for refusing to follow
Marcum's demand to fire four assistant
soaches, according to the athletic director.
Morrison said, "Well, number one, I think
whenever you walk into any position there
has to be a lot of trust and a lot of confidence
with the people you work for. I not only have
that from (USC President) Dr. (James)
Holderman, but from Bob Marcum as well."
Morrison said he will "eventually" have
control over whom he picks as his assistant
coaches, but added he would not hestitate to
consult Marcum for advice.
: He said he intends to stress academics in
recruiting because he believes Carolina is a
good academic institution, and a player's
education will be with him longer than his
athletic ability.

If the budget-cutting proposal is passed,
USC will still be left with a $10 million
deficit, including an $8 million deficit for the
Columbia campus. Holderman told the
Faculty Senate last week that he is not
planning to meet the remainder of the
deficit with a tuition increase.
TO IK) SO would take a $400 in-state increase
for 1983-84, Holderman said.
At the Faculty Senate meeting, Holderman
advised faculty rind staff members in
the affected areas to speak before the
trustees Friday.
