By Tom Coyne
At Wednesday's Columbia City Council
meeting, USC withdrew its plan to extend
the hours the Russell House section of
Greene Street should be closed.
The plan was withdrawn after two local
planners recommended to Council that the
hours of closing not be altered.

USC President James Holderman,
presented an alternate proposal to Council:
let USC beautify the gates and remove
parking spaces from the area.
BECKHAM SAIL) USC officials doubted
the section would be closed after the
planners' reports were given. Rather than
present a futile proposal, USC opted for an
amended proposal, he said.
The reports came from Michael Cribbs,
city traffic engineer, and Sid Thomas,
executive director of the Central Midlands
Regional Planning Council.

surrounding streets to hypothesize the
possible effects of closing the street's
Russell House section for more hours. He
said the study proved the evening traffic
peak ended about 9 p.m., instead of 6 p.m.,
as thought.
He said the study also found heavy traffic
on Greene Street on Saturdays, on weekends
with or without football games.

use ORIGINALLY sought to close
Greene Street permanently, but later
amended that proposal to open the street
from 4 p.m. to 6 p.m. weekdays and on
Sundays.
Prior to Beckham's request, Thomas told
the Council, "Any further limitation of the
use of Greene Street would penalize the
traffic flow in the area."
Beckham said the report was not totally
disheartening, however. Thomas' report
said that after planned improvements were
made on Hampton and Taylor streets, the
closing of Greene Street could be feasible.
Thomas' report stated that Greene Street
is one of the few east-to-west roads in the
area. There are plans, when the city has
funds, to convert Hampton and Taylor
streets to one-way streets, creating a multilane
east-west throroughfare.
BECKHAM SAID USC had sought to close
the street tor two reasons: the physical
danger presented to students who cross the
street, and the psychological barrier the
street creates by bisecting campus into
north and south.
Wednesday's actions do not signify the
end of the issue, in which USC has been
involved since 1961, Beckham said. He
added that there are no plans to pursue the
issue any further, "but I'm sure with a new
crop of freshman and a new City Council,
the issue will come up again."
