Reagan to visit Latin America
WASHINGTON (AP) - President Reagan, reflecting his
adminstration's new interest in hemispheric affairs, is
t/iauiiuig a nve-oay trip in late November and early
December to Brazil, Colombia and Costa Rica.
A senior U.S. official said Monday night the trip will center
on hemispheric economic problems, the future of interAmerican
relations following the Falkland Islands war and
"continuing security threats in this hemisphere," particularly
in Central America.
The official, who briefed reporters at the White House on
the condition he not be identified, said Reagan will depart

related to the administration's desire to support what has
been a shift toward democratic rule in Latin America.
Bishops condemn use of arms
WASHINGTON (AP) - Roman Catholic bishops would
condemn any first use of nuclear weapons under a draft
declaration on modern arms to be debated at the annual
National Conference of Catholic Bishops.
The position contrasts with the "flexible response" policy
adopted by the United States and its European allies. That
policy would allow each side to use tactical nuclear weapons
in Europe if necessary to repel an attack with conventional

"We do not perceive of any situation in which the
deliberate initiation of nuclear warfare, on however
restricted a scale, can be morally justified," the bishops'
proposed analysis states.
"Non-nuclear attacks by another state must be resisted by
other than nuclear means."
The 105-page draft document, prepared by the bishops' AdHoc
Committee on War and Peace, states the overwhelming
evidence is that a nuclear exchange would be impossible to

The new draft is the second version of a major pastoral
letter on which the committee has been at work for more than
a year. It was released prior to the bishops' annual meeting
in Washington, scheduled for Nov. 15-18.
The bishops are expected to do more work on it there prior
to its formal issue in 1983.

ueciaiine sex in evasion case
LOS ANGELES (AP) - A federal judge hearing a draft
evasion case has given the government until Wednesday to
surrender White House documents that the prosecution says
are protected by executive privilege.
But U.S. District Judge Terry Hatter Jr. agreed last
Wednesday to three requests by U.S. Attorney Richard
Romero aimed at keeping the documents secret.

former Yale University philosophy student charged with
failing to register for the draft, say the documents will back
their claim that the government is selectively prosecuting
vocal opponents of the draft.
Hatter agreed to Romero's requests that the documents
remain in the government's custody when the judge is not
actively reviewing them, that their contents not hp di^incoH

judge be general in any discussion of the documents in open
court.
He also rejected a defense motion by American Civil
Liberties Union lawyer Mark Rosenbaum, who asked that
the case be thrown out on the grounds that the government's
restrictions showed a "continuing pattern of effrontery to.

Residents who revel in Key West's reputation for eccentricity

the palm and banyan trees.
The festival peaks on Oct. 29 with a masquerade ball and a
nocturnal costume parade past the Victorian homes and
gingerbread boutiques of Duval Street.
"People have been worrying all year about what thov aro

"We have to deal with the way the

The total cost - including films and

there are so many children alone in
the afternoon after school making
some pretty big decisions on their
own," said Jayne Crisp, director of
tne victim-witness assistance
program.
Casbon said the program's creators
hope to copyright the project and
present it to other schools in the
Greenville County district and the
state. He said he has had calls from
out-of-state school officials interested
in seeing copies of the curriculum.
"This can be adapted to fit the
needs of individual schools or in
dividual communities," he said. "One
school may want to focus on stealing,
if that is a problem in its community ."
The program is designed for five
one-hour presentations that mix
games, drills, films and discussions.
The children will see a film called
"Who Do You Tell?" that deals with
several situations children face and
the people they can go to for help.
