Danny Baker, USC assistant director for law enforcement and safety, said state law requires a portnin ruirpmitaop r?f all nnrkinP x.v.? VU..1 J'--' t O spaces in each lot be set aside for handicapped parking only. "Historically, we've never followed state guidelines closely because more handicapped spaces are needed on the center of campus than on the periphery," he said. Baker said there are more parking spaces for handicapped students near the College of Business Administration and across from the Pendleton Street garage than around the Coliseum and other outlying areas of campus. BAKER DEFENDED the university's policy by saying the nooHc r?f tVio hanHir?anrvp?H 3TP best served by having more places in the heart of campus. "We have somewhere in the neighborhood of 92 handicapped parking spaces on campus, most of which are usually empty," Baker said. A USC parking official who did not want to be identified said Parking and Vehicle Registration Services has issued 93 temporary and permanent handicapped parking permits this semester. He said he expected about 10 percent of the temporary sticker permits to notbe renewed. The biggest problem the university now has with handicapped parking is that many non-handicapped students park illegally in spaces clearly marked for handicapped use only, Baker said.
