Kuhlman Says United States
Ineffective in Polish Crisis

Dr. James Kuhlman, director of the James Byrnes International
Center spoke Wednesday night on the crisis in
Poland. Kuhlman. a specialist in comparative East
Europeancommunistcountries said the United States was
inettective in dealing with the crisis. Kuhlman said nuclear
proliferation and grain embargoes are useless against Soviet
expansionism and the use of economic and technological
power is far more powerful against the Soviets. "I think
creeping capitalism is much stronger than creeping
socialism", Kuhlman said.
Kuhlman said the United States is putting money in the
wrong place to contain the Soviets." In history, no Soviet act
has ever been preventable by the United States, and 1 find it
hard to understand why we are still using nuclear weapons to
scare the Soviets from expanding." Concerning the crisis in
Poland. Kuhlman said five main actors are involved; 1)
Solidarity, 2) Polish United Workers Party, 3) USSR, 4)
United States and 5) Catholic Church.
Kuhlman said that all of these actors are not blameless
except theCatholicChurch.Kuhlman said Solidarity acted too

is a splintered communist party due to historical reasons. As
for the Soviet Union, they were putting too much pressure on
Gen. Jaruzelski to prevent a workers movement. Concerning
the United States, Kuhlman said "Washington has a
misunderstanding of the situation in Poland. "We were
talking out of two sides of our mouths, Gen. Haig told the
workers to revolt because the Soviets would be in there in six
weeks." We cannot blame Gen. Jaruzelski, Kuhlman said.
He had to take the first move or the Soviets would be in there
right now."
Concerning Soviet intervention in Poland, Kuhlman said
the Soviets are scared of the situation right now."
Throughout history they have seen workers revolts in
Yugoslavia and Czechoslovakia and they are scared of it. The
last easy interventions for the Soviet Union are over."
