On Jan. 7,1981, Gov. Dick Riley received an order from the
U.S. Department of Education to submit plans to bring state
public colleges and universities into compliance with Title VI
of the 1964 Civil Rights Act.
Failure on the part of the state to comply with the order
could have cost state colleges and universities $25 million in
(federal aid.
News Analysis
The plan calls for the proportion of black faculty and ad
mimstrators without doctorates at each state institution to at
least equal the proportion of black students graduating with
masters' <ii: grees from state institutions.
The proportion of black faculty and administrators at each
institution in positions requiring doctorates will at least equal
the national proportion of blacks with doctorates. The
proportion of non-academic black personnel at each institution
must at least equal the proportion of blacks in the
% state job market.

The blue ribbon steering committee appointed by Riley
said duplication of programs does not exist because USC,
Clemson and S.C. State do not have similar missions.
The plan stated, "The functions of USC and Clemson encompass
prescribed areas of graduate and professional
study. The mission of S.C. State is that of senior college with
graduate programs through the master's level.
To meet the problems of racial inequalities in governing
boards of state institutions, Harry Chapman, chairman of
the Senate Education committee, introduced a bill which
would desegragate the governing boards.
The Chapman bill called for a unification in which state
boards choose their board of trustees. Each institution would
be made up of 15 members, excluding ex officio members.
Under the Chapman plan, the General Assembly would
elect two members from each state congressional district,

Senate approval. Each trustee would serve four years on the
board and the terms would be staggered to prevent a large
turnover in one year.
Many boards, including USC's, adopted the desegregation

plan but refused to accept the Chapman plan.
R. Markley Dennis, chairman of USC's Board of Trustees,
said, "We supported the position taken by the committee
when acting on the compliance. We approved the compliance
action but did not include an endorsement of the Chapman
bill."
Dennis said the plan was not needed to get black
representation on the board and that there would soon be a
black on the board.
The current system used by USC has yet to produce a black
board member and to have one black on the board would still
not equal the proportion of blacks attending USC.
It has been less that two years since the first woman, Lily
Roland-Hall, was named to the board and she has yet to
establish herself as a prominent member Oi the board.
Chapman said he feels selection of trusf'-e members by
congressional districts would better represent the state's
population on each board and also eliminate the alumni
provision.
Chapman's plan does not rule out alumni as ex officio
members or as voting members. Being a former graduate of
the school should be taken into consideration by the General
Assembly when selecting trustee members but all boards
would benefit when the best qualified people are chosen for
the position.
