Holderman has succeeded in unifying and streamlining the, USC campus network by bringing all nine branch campuses into the budget process and by standardizing university services. According to Holderman, OSU wants the "visibility", Carolina has had, and when the Buckeyes talk about "waking the sleeping giant," they are hoping for a president who "will take some real strides to project Ohio State to a more visible arena than it nas oeen." OSU trustees also considered Holderman on the basis of what an Ohio newspaper called "political know-how," citing his victory last March in a battle with the South Carolina Commission on Higher Education. The commission claimed USC's General Studies programs duplicate programs offered by state technical schools and, therefore, should be eliminated.
