security problems and armed with a South Carolina Law
Enforcement Division officer to help plan a Campus Police

July 1980 he expected a substantial improvement in campus
security by 1981.
But the only change since then, several Campus Police
officers say, has been the establishment of permanent shifts,
a move most officers don't like.
Following a campus security committee in May 1980,
Holderman hired SLED officer Carl Stokes as an adviser,
and promoted him to Law Enforcement and Safety Director
after the retirement of George Key in July.
"I was brought in to separate the duties of the police from
the directors and officers, and to get a better handle on the
problems of parking and environmental services on the
campus," Stokes said.
"THIS IS THE first time a professional has taken a good
look at these problems and made some suggestions. I didn't
look at that committee report as a bible, I just kind of looked
at it and went from there," he said.
Stokes changed a 10-year-old rotating shift policy to permanent
shifts and made other organizational changes.
"What we hoped to do in the reorganization and shift
change was to give us more people when we needed them and

"It was also aimed at making the patrolmen more familiar
with the people they're around while they're working."

Campus Police image wasn't good ? that the community
wasn't appreciating what they were doing out there. I think
that has changed now," he said.
But when asked about the changes to permanent shifts,

"And as for having more patrolmen around when we need
them, it may have sounded like a good idea, but it hasn't
worked out that way," he said.
Swing-shift Desk Sergeant Ken West said the shift change
has cut into his time off on weekends.
"I'll never see a weekend off, because our days off are set
now also. It used to be that every few shifts you'd get a
weekend off," he said.
fATKULMAN BETTY BOUKNIGHT also said she was
against permanent shifts. "I like different days off and at
least one weekend a month off.
"If they'd have just come down here and asked for a show
of hands that would have been a different thing."
Problems still facing USC's Campus Police don't deter
Stokes from speaking openly about his ongoing efforts.
"MY FUTURE THRUST will be to make people aware of
the crime around here. I don't think a lot of the staff really
know what could happen, and my wish is that we can encourage
the police officers to be more open and willing to

"Stokes said the majority of crime of the university is
larceny, which occurs without a break-in.
"Things sort of get borrowed and never brought back. So if
we can make the students and faculty aware of this and sell
them on the idea of crime awareness, things should change,"
he said.
Stokes also said his department is planning some crime
awareness programs tor bicycle and car owners which
should decrease thefts and break-ins.
One program which did get overwhelming support from
Campus Police was the student patrol program to be implemented
in August.

"THIS WILL INCREASE our staff and allow our officers to
do things which require more of their attention, as well as
allow the Criminal Justice College a chance to see what law
enforcement is all about."
Campus Police Chief Marvin Harrelson said, "The best
thing so far brought about will be the addition of the students
to the force, because we're just spread too thinly."
Stokes said problems were to be expected with police work
on a college campus. #
"I look at police work as a service, and we run into
problems when we forget this is our role. For me it's a
challenge, because the police department around here has
more of a role in molding the young people of this state than
most police do," he said.
