the Education Department's
own 1,100 collectors
nationwide collect $3.50 in
debt for each $1 in salary and
other expenses. The private
collectors returned $2.20 for
each $1 paid by the government.
But the consultants said
the private agencies were
given harder cases to crack

$2.2 billion, while banks,
colleges or state guarantee
agencies are faced with the
rest. The federal government
gets saddled with any
debt that goes uncollected.
The study noted that more
than 90 percent of student
loans are repaid. The $2.2
billion outstanding is from
$27.5 billion loaned under
several federal programs
since 1958.
Education Secretary T.H.
Bell is wrestling with a
decision on whether to keep
using government collectors
or move toward mnrp
private collection agencies.
He told the House Budget
Committee last week, "This
is the first time I found that
the bureaucracy was
competing effectively with
the private sector."
