asked.
DESPITE USC's
arguments, the commission
stood firm in its recommendation
that the two-year
programs be eliminated and,
like the university,
. resented witnesses to
upport its position.
Before presenting witlesses,
Dr. James E. Bostic
?j commission chairman,
clarified the commission's
commendation. He said
lie commission never
ecommended abolishing the
College of General Studies,
rather it recommends
switching the two-year
programs to four-year
programs.
Bostic said the commission
recognizes the
state's nursing shortage and
iv jsn't recommend that the

be eliminated. Bostic said,

"WE recognize making a

to support and defend a

Hugh M. Chapman,
chairman of the board of
Citizens and Southern
National Bank of South
Carolina and former commission
member, spoke for
the commission.
Chapman served on a
governor's special task force
to study the economy for the
1980s. He said the study
produced 59 recommendations
for the economy,
three relating directly to
higher education.
ACCORDING to Chapman,
the three points emphasized
allowing S.C.
higher education authorities
to end program duplications
where needed. The two-year
programs offered at USC
"are clearly duplication," he
said.
Lowell Reese, executive
vice president of the South
Carolina Chamber of
Commerce, said he supports
the commission's position.
He said he also based his

Reese toid the committee
that ending the two-year

good business sense and in

The commission also
presented the presidents of
Winthrop and Lander
colleges, two institutions
that offered two-year occupational
programs before
their administration
voluntarily phased them out.
CHARLES Vail, president
of Winthrop College, summarized
events leading up to
the elimination of the
Winthrop programs. Vail
said elimination of Winthrop's
two-year programs
was justified because the
college "cannot be all things
to all people."
Vail said Winthrop took
into account programs offered
at York Technical
College, located four miles
from Winthrop. He said York
offers a "rich fare to
students who want those twoyear
programs."
Larry Jackson, president J
of Lander College, said

MUCH OF Bostic's
presentation was based on a
consultant's report that was
strictly advisory, he said.
The consultants were
three of the state Budget and
Control Board. The consultants
spent 10 days on the
report, which recognized
program duplication by
use.
