David Rinker, system vice president for
facilities planning, said before any
renovations could begin. the architects'
contracts would have to be worked out by
both the state Budget and Control Board and
the Joint Bond Committee of the General
Assembly.
Rinker estimated renovation expenses at
$1.8 million for the Byrnes Center and
$285,000 for Davis College.
"There are a lot of renovations needed in
both buildings? particularly to the heating,

making the buildings accessible to the
handicapped and improving the fire safety
in the buildings," Rinker said.

state of the economy, South Carolina
currently is not issuing bonds.
Grady Patterson, a Budget and Control
Board member, said bonds would probably
not be available for the next year and a half
to two years.
Hinker said the money to renovate Davis
College would come from the renovation
reserve fund. He said he was hoping to
borrow money from other bond funds to
renovate the Byrnes Center and repay the
money when the bonds are issued.
The university had originally planned to
hold off on the renovations until state bonds
