Architects considering
sites for USC's proposed fine
arts center have turned their
attention closer to campus.
David Rinker, USC vice
president for facilities
planning, said the Congaree
riverfront site has not been
eliminated, but USC is
considering other areas.
"The architects, who
began some six months ago,
were charged with
developing alternatives,"
Rinker said. "There are
Ssome severe proDiems wun
the riverfront because of a
large amount of landfill
| there,'' he said. The area has
apparently been used as a
dumping site in the past.
use RECEIVED a $5.2
million appropriation last
November on a recommendation
from the Commission
on Higher Education
for the first phase of construction.
The university received
$250,000 last year to fund an p
investigation of alternative
construction sites.
Rinker said the university
has established boundaries.
"We don't want to go east of
Capstone, or north across
Pendleton Street. To the
south we are faced with the
athletic fields. Our options
are to move west," he said.

much land will be needed. I
Rinker said land use
questions must still be answered.
Provisions for deck
parking, pedestrian traffic
and other building lavouts
will be considered. I
Rinker saiu USC has "a
self-imposed deadline" to
provide the earliest possible
solutions, but bond
authorization from the
legislature may be delayed.
IN NOVEMBER, the
Commission on Higher
Education debated for more
than an hour on the arts
center proposal before
recommending the ap- propriation
to the state
Budget and Control Board.
Delays are anticipated
when the board, the joint
bond committee and the
state treasurer meet to

Rinker could not say when
