(JSCfacilities f< comply withfet By Sheri Baxter Staff Writer USC is in full compliance with Vocational Rehabilitation Act 504, providing adequate facilities for the handicapped, according to Brenda Cooper, director of handicapped services. "The university presently is and will continue to maintain its position, according to the law, that public education is available to all students," Cooper said. She said the university has never violated this act. Cooper said the 1980 deadline for "physical plant accessibility" was June 30. "Physical plant accessibility doesn't mean all buildings have to be accessible to the handicapped," she said. Cooper said her job is "to relocate any class offering to make it accessible for students. "WE RELOCATE classes after advisement in coordination with the Office of Space and Scheduling in order to provide and ensure availability to students," Cooper said. "Each term, from academic advisement on, we're critiquing schedules of students to see if there is ample travel time (between classes) and location," she said. uooper said the university has requested $2 million for further reconstruction and removal of architectural barriers. This request will be submitted to the Budget and Control Board for approval. One of the main problems handicapped students face is the inaccessibility of the shuttle buses. "Shuttle buses aren't accessible for some disabled students," Cooper said. "Some can use them. Others cannot." DAVID RINKER, USC systems vice president for facilities planning, said all building renovations must follow standards set for handicapped accessibility. "This deals with the heights and projections of drinking fountains, door openings, heights of public telephones and access to various floors and elevators," he said. "Several dori.i rooms have been renovated on the Horse shoe to accommodate the handicapped," Rinkersaid. "An elevator is being constructed in Harper and the connection between Barnwell, and Hamilton will give accessibility to both of those buildings." THE UNIVERSITY has 88 accessible-housing spaces for women and 26 spaces for men on campus, she said. Four accessible apartments ? three in Cliff Apartments and one in University Terrace ? are provided for married students. Cooper said USC has a reputation for providing an academic program accessible to the handicapped. She cited Columbia's mild climate and USC's adaptive housing as two of the most attractive features to handicapped students.
