Calling for an end to world hunger,
Netherlands Prime Minister Andreas van
Agt spoke at USC's summer commencement
Aug. 16 concerning wealthy
nations' obligation to aid weaker countries.
The 49-year-old Dutch leader, who had
canceled an earlier trip to USC because of
problems in his country, told about 1,600
graduates that "all mankind has a
responsibility to finance the development of

Quoting a study by an international
commission chaired by former West German
Chancellor Willy Brandt, van Agt said:
Reshaping relations between the northern
and southern hemispheres is described as
the major social challenge of our time.
"BANISHING HUNGER is the first of the
tasks awaiting us," he said. "It is the
responsibility of the entire international
community. Vast numbers of people barely
manage to stay alive, suffering starvation
and malnutrition, crowded together in
miserable shacks and shelters, lacking
elementary facilities like medical care or
clean water, victims of droughts and

A yet greater need than financial aid,
however, is the need for a fundamental
change in world economic structures, or in
other words, the establishment of a new
international economic order.

The Thomas Cooper Library reference
department will conduct a series of orientation
seminars for faculty members and
graduate students from Aug. 26 to Sept. 12.
Orientation procedures, interlibrary loans,
computer searching and bibliographic instruction
will be discussed.

Energy costs are particularly threatening
to developing countries that import much of
the oil they use, he said, not only because
they cannot afford to pay the increased oil
prices, but also because those increases
force up the prices of other imported goods.
The rich countries are then even less
prepared to share their prosperity with
weaker countries, van Agt said.
He criticized escalating defense spending,
saying efforts to maintain peace and
security have been almost solely of a
military nature.
The prime minister said, "The price of
one jet fighter would be enough to set up
40,000 village pharmacies, and buying one
tank less would make it possible to provide
storage facilities which would reduce rice
losses by 4,000 tons per year, enough to feed
a million people for more than two years."
THE DUTCH official said he hopes the
U.S. will not continue to reduce foreign aid.
He told the graduates his expectations are
based not only in the "economic strength of
America, but also from the knowledge that
it is a nation born out of a craving for

new home and a better future" to many.
He spoke of a "spiritual vacuum" in
today's society, adding that regimentation
of life today leaves little scope for experiment
and adventure and that because of
pollution the threat of apocalyptic
destruction of life on earth hangs over us.
