'The Pit'

USC has made an offer of $85,000 to purchase "The Pit," a parking lot
at the corner of Pickens and Blossom streets that was once controlled by
the university.
USC lost control of the property earlier this summer when the
Rembert family of Columbia regained legal authority over the land
after a drawn-out court battle.
THE REMBERT FAMILY is considering and evaluating the proposal,
but family lawyer William Quirk said the offer is very low. "The
university is threatening to condemn the land if we don't accept this
offer," Quirk said.
Dave Rinker, USC vice-president for facilities planning, said the
university got $200,000 from the Joint Revenue Bond Committee earlv

last week to buy the property and to make improvements on it. About
$85,000 was earmarked to purchase the land, while the remaining
$115,000 was for improving the lot.
Rinker said the family and the university will have to negotiate if the
offer is not satisfactory. He said the university will taken action to
condemn the property if the negotiations become stalled and no
agreement can be reached.
"The family would like to hold the property without people
threatening to condemn it every day," Quirk said. "The family will
probably resist condemnation proceedings if the university takes that

"I feel positive that the university will have the lot back by fall."
Quirk, however, said he thought it would take the university a long
time to get working on condemnation procedures. "It will take them a
long time to get it condemned."
USC had been using the land as a student parking lot under an informal
agreement with the City of Columbia. The land was part of a
grant made to the city by the Rembert family in 1919.
In making the grant to the city, the Rembert family stipulated that
the land could only be used as a park. A clause in the agreement allowed
the family to regain ownership of the property if it was not used in this
manner. Family heirs went to court, won the case and took over control
of the lot this summer.

allowed to park there free.
Several students have recently questioned the legality of tickets
issued in the lot by the USC Parking Patrol. Danny Baker of the USC
Parking and Vehicle Registration Department said the parking tickets i
given in the lot were legal because the university had permission from
the City of Columbia to use the land. 1
University Legal Counsel Paul Ward said he did not know if the i
tickets were legal, but his staff is researching the matter.
Baker said students will not be notified about the loss of the parking
lot until they return in the fall. He added that the university will try to
give students every chance to get in one of the parking garages on .
