A bill which would allow state colleges and universities to set up their
own tenure boards and grievance committees has been passed by the
General Assembly and signed by Gov. Dick Riley.
The bill has left many USC faculty members in the middle of
grievance proceedings before the State Grievance Board, and
university officials have said two of the disputed cases are open to
question.
FACULTY MEMBERS, in a set performance appraisal procedure,
have to appear before a university grievance committee. Before faculty
members, considered as state employees, appeared before a state
grievance committee.
The appraisal procedure will include annual employee reviews and
evaluations, including written findings about the faculty members.
Teachers will have full access to the evaluations.
The grievance bill signed by Gov. Riley on May 22, says the universities
can not discriminate in pay, promotion or work assignment.
The universities can not fire tenured or other permanent employees
before their contract expires, except "for cause."
ihk hill also said the failure to grant tenured status, or the nonrenewal
of a contract would not be subject to the grievance procedure.
Colleges and universities affected by this bill will have to set up their
grievance committees and have them approved by the Commission on
Higher Education and the Personnel Division of the Senate Budget and
Control Board before Dec. 31,1980.
