On the following pages is a news review of the past year,
with a summary of the top ten newsmaking events.

1. USC was faced with one of its greatest tragedies ever on Oct. 5,1979
when a 19-year-old Columbia student opened fire on a crowd of people at
the Kappa Alpha Psi fraternity party at Bates West dormitory. After it
was over, Mark Houston was arrested at his cousin's Allen University
dormitory after having shot seven people, two fatally, leaving the USC
campus in a state of shock on Homecoming day.
IT WASN'T LONG before the news spread throughout the nation,
leaving irreparable scars at USC. Houston was considered a "nice guy "
by friends but he "wanted to appear tough." His father referred to
him as"a conscientious boy, a quiet boy who kept up with his studies."
Later, during a preliminary hearing, it was discovered that Houston

shootings, who did not believe him.
On Nov. 6, 1979, Houston was indicted by a grand jury on two counts of
murder, five counts of assault and battery with intent to kill and one
count of carrying a weapon. On Dec. 21, Houston was sentenced to two
consecutive life terms in prison plus 76 years. It was determined that
Houston would be eligible for parole in the year 2005. As a result of the
shooting, USC campus security has been studied because of
disorganization during the shooting and a lawsuit was brought against
the university and Southern Securities by the mother of one of the
victims. Houston is at the Columbia Correctional Institute.
2. In late October, rumors persisted that Frank McGuire would be
fired from the position of head basketball coach at USC after WSCQ
radio station quoted unnamed sources as saying that McGuire would be
replaced before the start of the 1979-80 basketball season. This
development came a month after two Columbia businessmen filed suit
against the board of trustees for withholding information during an
executive board meeting, at which the businessmen claimed that
decisions were made about McGuire, along with details about President
Holderman seeking to put USC into a "comprehensive conference" and (
'information about separating Jim Carlen's position of head football
coach and athletic director.
THE BOARD DECIDED not to release the minutes of the meeting and
at present, there has been no further action taken against the board.
Then it was the student senate's turn to back McGuire, voting to ask the
board to reconsider their decision. The resolution remained unsigned
by Student Government Vice-President Mike Warshauer, despite
urgings from the senate.
At the time when the board was ordered to release the minutes of the
contested executive meeting, rumors persisted about McGuire's firing
and the USC men's basketball team said they would not play if McGuire
was fired. Student protesters angrily planted themselves in front of
President Holderman's house chanting, screaming, and planning a
boycott of classes the next day.
There was no reason for protest, however, because the following dav.
McGuire came to terms and agreed to coach for the 1979-80 basketball
season while being payed $100,(XX) a year through 1983. "I just
thank God that it's over," McGuire said after the controversial political
struggle which lasted 16 years.
3. USC was involved in a purchasing discrepancy in the middle of
spring semester 1979 that culminated in the resignation of Jack Cooper.
A decision by the State Ethics Commission linked Cooper to state ethics
violations involving an IBM computer. Cooper signed a purchase
contract with IBM although Amdahl computers underbid IBM by
$872,000.
COOPER LEFT FOR a 20-day, all expense paid trip to several foreign
universities during the summer of 1979, one day after he signed a
contract to buy the IBM computer. During the spring of 1979, the State
Budget and Control Board ordered USC to return the IBM computer and
purchase the Amdahl. On Aug. 30, Cooper resigned as vice president of
Computer Services to take a business position with a national oil
company in Tulsa, Oklahoma.
4. State Control vs. Faculty Control. This is still the main point in
a determing who should decide who controls faculty at USC and other i
state schools. There has been a running battle between the administration
and the state of Smith Carolina as tn whpthpr farnltv
members should be considered state employees. In September of 1979,
the state attorney general's office released two opinions concerning
grievance, or complaint procedures. One would give state employees
precedence over faculty grievance while the other stated that the tenure
regulations and procedure as stated in the faculty manual will not take
precedence over state decisions on employment within the university.
THE GAMECOCK RAN a two-part series on the controversy,
revealing the history and discrepancies in the tenure system. On Jan.
24, 1980, the S.C. State Grievance Committee reinstated professor
Michael Smith after he was denied tenure. Smith first appealed the
decision to the faculty grievance committee. The committee recommended
that he be reinstated, but USC President James Holderman
ignored the appeal. Smith then brought his case before the State
Grievance Board, an uncommon procedure up to that time. The board
said Smith should not have been fired without "cause" or a formal
appraisal of his performance during the last six years. In February,

Committee by filing a suit to have faculty members exempt from state
personnel regulations.
Seven faculty members appealed tenure decisions and Philip Zeltner,
a philosophy professor, was then reinstated. There has been no decision
made on the suit but Sen. John Miles. D-Sumter. proposed to the S.C
Senate Subcommittee on Education an amendment to a bill exempting
academic personnel from state personnel regulations. USC was greatly
opposed to the proposed amendment because the faculty senate decided
they wanted to be exempt from state grievance procedure. The faculty
senate had been split on the issue since the summer of 1979 but finally
made a decision in February, which the administration insists has been
their position from the start.
