fairly substantial degree of
seclusion and would consider the
Constitution as a whole, but
specifically the Congress," Kreml
said.
KREML USED a quote made by
Thomas Jefferson to support his
ideas. Jefferson said, "Each
generation must come up with its
new Constitution."
Kreml said it is necessary to
have some formal recognition of
political parties in the Constitution.
"This should not be
extensive, but presently there is no
mention of parties in the Constitution,"
he said.
Kreml said his campaign has
been very well received among
voters. There are many citizens
who have the feeling "the
government just ce~'t do anything

ongoing enterprise. He hopes to
make changes in the system even
if he is not elected. He is working
with scholars to get active consideration
for constitutional
commission.

feeling that the legislative and
executive branches of government
simply do not work well together."
MEMBERS OF CONGRESS
have made "rather dramatic
statements concerning the
structural inabilities of Congress
to work things out," Kreml said.
He said more and more people
would like to see a constitutional
commission formed.
Kreml's medium for expressing
his views is political forums. His
third forum will be held at 3 p.m.
May 2, at the Carolina Townhouse.
