Budget cuts may
increase tuition
The university budget for fiscal year 1980-81 is currently before the
S.C. Legislature for approval. Administration officials have expressed
concern that the appropriations will not be sufficient to cover the rising
expenses of higher education.
If the operating budget is not adequate to cover expenses such as
faculty salaries and university programs, there is a definite possibility
of another tuition increase in the near future.
A raise in academic fees would undoubtedly cause grave problems for
students.
WITH LOANS ANI) credit becoming increasingly more difficult to
attain, a tuition increase could be disastrous to many students. Dormitory
rates were increased last December, and many students are
scraping to keep their financial heads above water. Many graduates are
finding themselves deep in debt as a result of their educational experience.
Bernard Daetwyler, vice president for business and finance, said last
January that fees are already high enough, but fees may have to be
raised if the legislature fails to appropriate a "substantial portion" of a
$5.7 million budget deficit. The amount of increase was not SDeculated.
but one could expect any increase to cause problems, especially for
students whose parents are not financing their education.
A more logical solution to raising fees would be to cut back on lesserneeded
programs. Some students would also suffer from these types of
cutbacks, but the "direct hit" on student purses could be avoided.
The majority of student fees go toward faculty salaries. It would be
logical, therefore, to keep faculty salaries at or near their current levels
to avoid a tuition increase.
THE PROBLEM WITH rising college costs is not restricted to USC.
State-supported colleges and universities throughout the nation are

must suffer the brunt of inadequate funding. One must wonder where
the rising costs will end.
Fees are currently $445 per semester for in-state students and $1,000
for non-residents.
The administration has encouraged student leaders and others to
write their legislators and express their concerns over university
funding. This would be a good idea for every student on campus. A
barra^ of letters would surely let the state legislature know that
studen's are concerned about the quality and expense of higher
education in this state.
Student Government would do well to organize an anti-increase
movement if higher fees are indicated. A strong lobbying effort to keep
fees at their current level would be a good project for the new senate.
AN EFFORT ON the part of parents to protest inadequate funding
may produce positive results. If the legislature realizes the concerns
and importance of the future of education, congressmen may take a

If students decide to take an active role in determining their
educational future and protest a tuition increase as a whole, such a
move may be avoided.
Write the legislature, write the administration and write your student
representatives. Let these people know how you feel about paying more
money each year to attend college. If some effort is not made to resist, it
is certain that students will continue to dig deeper into often empty
pockets to continue their education.
