The government should have nuclear energy guidelines and enforced penalties if they were not observed, Reagan said. Reagan would support the paraphernalia bill passed in the S.C. Senate and "since with our big coastlines it's like trying to carry water in a sieve to stop its (marijuana) entry," he would like to see an extensive drug education program made available to young people in America. The effects of marijuana "extend to the unborn, and the effects are going to start in your Drain with short-term memory (loss) and that will be irreversible," Reagan said.
