gifts to ihe legislature paid from
state funds."
He said cheese made at Clemson
is sometimes given to personal
friends or members of the board of
trustees, but the cost of the gifts is
not taken from state funds. Atchley
said he sees nothing wrong with
giving gifts to legislators as long as
they're not paid for with state
funds.
Clemson recently announced a
ban on concerts in Littlejohn
Coliseum until solutions are
reached for problems created by
large crowds. Atchley said it was
not a (otal ban on concerts. "We
didn't have anything against
concerts and rock; we think
they're very important. We just|
felt we wanted to stop a little bit!
and have a student coine ud with a
proposal on how we can better do
this."

ATCHLEY SAID the large
crowds make protection of
property difficult and most of the
troublemakers were not students.
"The ones who really get hurt are
the students in the long run," he
said. "Some people from outside
may do certain things, and it really
reflects back on them (students)."
Concerts will be resumed after
student proposals are enacted to
ensure protection of property and
students. Atchiey said the Student
Union, which manages all concerts

A major factor that the State
Grievance Committee did not take
into consideration, Quinn said, was
that traditional acaHomir
procedure allows a period of three
to seven years before a tenure
decision is made.
"What they in effect did was to
say that he's (Smith) not entitled
to tenure, but you've got to keep
him on board. And under our
policies, if he stays on board and
we don't take any tenure action,
then he is entitled to tenure. The
opinion is totally contradictory,"
Quinn said.
Quinn said USC had tried to
appear before the State Supreme
Court several months ago to
contest the validity of the State
Employee Grievance Committee's

with the support of every state
institution of higher education. He
said he expects to enlist the support
of nearly all S.C. state
colleges and universities in the
< court battle.
Smith will again be terminated
by the university if the suit by USC
is successful, according to Quinn.
Also, he said the other cases involving
faculty members in the
state system would be void if USC
wins the court action.
CITING THE need for extensive
reform of the university's internal
grievance system, Smith said he
believes that the State Grievance
Committee is valuable to faculty
