Ronald Reagan can win the
March 8 S.C. Republican
presidential primary with a
"strong base of support he's built
over the years," says Lee Atwater,
director of the Reagan campaign
in South Carolina.
Atwater, a Ph.D. candidate in
political science at USC, said South
Carolina is a crucial state for
Republican candidates because it
is the site of the campaign's first
Southern primary. A win here can
show much-needed Southern

ATWATER SAID Bush, the
surprise winner in Iowa caucuses
and whom he considers Reagan's
top competition, must win South
Carolina in order to show that he
has some Southern support.
However, winning this primary is
"not as crucial for Bush as it is for
Connally."
Atwater's strategy for garnering
votes for the former California
governor is what he terms "the
prioritizing of voting precincts" in
South Carolina. Atwater explained
that he reviewed South
Carolinians' voting habits in the
four major general elections this
past decade and selected 50() voter
precincts, from a total of 1,600, in
which to target a massive
telephone campaign.
These 500 precincts are those in
which a Republican candidate for
office won 50 percent or more of
the total votes cast. "1 feel that 71
percent of the total vote in this
primary will come from these
precincts," Atwater said.
Atwater has obtained computer
lists of the names, addresses and
telephone numbers of registered
voters in those precincts. Atwater
has not ignored the other 1,100
precincts, however. He says voters
in other precincts will be exposed
to Reagan through radio and
television advertisements.

his age. Atwater, however, refutes
any notion that age will be a factor.
"I don't see age as a barrier. The
question is whether he can do the
job." Atwater quoted a recent
Newsweek poll showing that 79

fine in the Feb. 28 debate at USC.
He also said that if Reagan became
the Republican nominee, he would
win the election. "I think Reagan
would carry the west and some
conservative midwestern states,"
Atwater said. "If he can win a
Southern state, such as Texas, and
win a state here and a state there,
he would win."
ATWATER SAID he met Reagan
for the first time in 1972 and has
high praise for him as a person.
