production and to eventually lower
inflation. Reaction to his proposal
has been generally positive by
several USC professors.
"The concept is sound," Ronald
Wilder, USC professor of business
administration, said. "Decontrol
of petroleum is one of the key
elements. Most people won't be
very happy with it, but
economically, it's good."
WILDER SAID gasoline
rationing is not a sound idea
because DeoDle with a strone

demand for gas would not be able
to get it. Wilder said Carter's
taxing of "wildfall," or excess tax
profits, gives him mixed feelings.
"It's good from a political view,
"Wilder said. "It makes the citizen
less hostile on energy, but with
taxing, less resources are put into
development and exploration, so
it's both good and bad."
John Willenborg, business administration
professor, said,
"President Carter has asked
consumers to cut down on driving

Willenborg said there is no
historical evidence that consumers
would use less oil and that lobbyists
would be very active and
influential in determining consumption.
"Americans will not cut
down and ban together to fight oil
prices but will learn to live with
high prices," Willenborg said.
